How do I go about becoming power of attourney?

Do a web search for a power of attorney document. Make sure to look at a few different forms and pick the one that is most suitable for the situation. Print it, fill in the blanks, and then contact a notary public to have it notarized.

Simply – nothing on the face of it! However in many jurisdictions the power of attorney will not be recognised unless sworn in front of a notary so a small fee around £5 or $10 will be payable.
I would strongly suggest that you ask for legal advice before obtaining such a power so that you understand the obligations and, in the UK, the registration issues. This may or may not cost you but it should not be a lot or go to a Citizens' Advice Bureau or equivalent.

Power of Attorney is a legal term. It generally gives someone else the authority to make legal/monetary decisions for someone else. It doesn't require "care" for an elderly person in terms of emotional care/support, but it does enable the Person to make arrangements for physical care and payment. Just because someone has Power of Attorney doesn't mean that they have to be involved in their day to day life.
Go to your county auditors page and look up the address of the place. A lot of times you can find out!

since he is 18, he is a legal adult . . in order for you to have power of attorney over his money, he would have to sign a paper giving you that power which it doesn't sound like he will do . . a lawyer would be able to best advise you on this, but you may have to go before a judge and prove that he is unfit and mentally not able to lead a productive life without help . . this could lead to bad feelings and you could possibly lose your son . . at the same time, it might help him gain some semblence of order in his life . . speak to an attorney for the best course of action . . best of luck

If someone dies "in testate" (without a will), probate court will decide to whom and how much each family member will recieve.
If there is a will, the executor of the estate will be bound to distrubute the proceeds as outlined in the will and cannot simply take what they want and give as they feel necessary.
If the sister is sole heir to the estate, there is little you can do about it other than to take her to court.
